First off, I'll warn you I know almost nothing about CVSWEB.
Anyway, try and find where it adds the .txt extension, use CVS or RCS to
look for the -kb flag, and don't add it or add a different one.
It might be even easier to just rename your files in the repository to
.exe or something. Browsers _do_ seem to like to be able to make
guesses about the content they're downloading.
