Not to put too fine a point on it, but that's patent nonsense; the
method shown in the manual works just fine.

The most likely explanation I can think of for your problem was that you
had the permissions set so that people were allowed to overwrite the
existing files but weren't allowed to create new ones, in which case you
would have gotten error messages in the log file.
