That doesn't mean you need to do it, and if you do it, you don't necessarily have to do it on the same branch.
There are two ways to deal with your problem. The complex one is to make everybody work on their own branch. This will have "overhead" in your process. More simply, and probably what you want is the command "cvs admin -l".
