What access method is he using? Pserver? Ntserver? Ssh (preferable)? Remote disk mounts (God forbid!)? I use CVS in this configuration all the time (CVS over a VPN to a pserver (I know!) inside the company firewall), and it all works quite transparently. CVS doesn't care about the actual implementation of the connection, so VPNs should have absolutely no effect whatsoever.
