No.

But, if you already have the file checked in without the -kb option, then
changing the cvswrappers will not affect it.

Does a "cvs status" on the file indicate any sticky options, in particular
-kb? If not, then that's your problem. You need to "cvs remove" the file and
re-add it with the -kb option.
