If I Recall Correctly, $Log:$ is expanded on checkout, so the last
(chronological) log entry seen in a Log in a sandbox has not yet been
checked into CVS.
Therefore, the repository knows nothing about it, and can not annotate what
to it does not exist.

I have not used $Log:$ in so long that I don't even have a repository around
to verify the correct/incorrect-ness of my statement by reading a ,v file.

Please read some of the information in the above links & comments, and see
if you still believe that 1) it is a bug (please drop a line to the list
either way), and 2) that you could convince others to accept a change you
made supporting the Log keyword.
