Sure, of course. Thousands do it every day, many times per day, all
over the world.
(assuming you don't use the fundamentally flawed and completely insecure
hack called "pserver", that is)
CVS isn't a security tool. It just uses any compatible underlying
transport and remote shell tool to invoke a command on the server. For
example if you use SSH, or maybe even RSH over IPsec, to secure your
commications between the client and server then anything you run over
that secure transport, including CVS, will be just as secure as the
transport is.
