It doesn't matter -- reasonably recent versions of CVS require you need
to use -B to change branch tags in order to prevent doing it
accidentally because it's an unusual and extremely dangerous operation
that's very difficult to recover from if you didn't really want to do
it.

Removing a tag will save all of about a dozen bytes in the file and a
microsecond of processing time.  It's generally not worth the effort.
