CVSNT is free/GPL (just like CVS) runs on Linux, Unix Windows etc and includes in built access control lists on branches etc etc. CVSNT also has commercial support options available from the same people who actually write CVSNT should you be looking for that. Commercial support includes repository replication, bugzilla integration (defect tracking, Visual Studio Integration, various clients etc. There is also a "cvsacl's" perl script for CVS 1.11/1.12 available (I think it's in the contrib directory).
