For cvs-1.11.x or cvs-11.12.x,

read this URL:
http://cvs.savannah.nongnu.org/viewvc/*checkout*/ccvs/contrib/cvs_acls.html?root=cvs&content-type=text%2Fhtml

If it does what you want, then download and
configure (fix @PERL@ references to use your
/usr/bin/perl path) and install it in your $CVSROOT/CVSROOT
along with a CVSROOT/avail file and then add it to your
CVSROOT/commitinfo trigger.

http://cvs.savannah.nongnu.org/viewvc/*checkout*/ccvs/contrib/cvs_acls.pl?root=cvs&content-type=text%2Fplain

        Good luck,
