I ran into the same problem.  What solved it for me was running this
command.

libtool --finish /usr/lib/sasl

If you are making it from source I would do a make clean, make, then make
install after running it.  The first time I installed from source, the make
install told me I needed to do it and I did but got the failure command
still.   I did the make clean  then reinstalled and haven't gotten the
genric failure when creating the first user, meaning I deleted my
/etc/sasldb file then reran the saslpasswd -c command.  If you are
installing from an RPM, you still need to run this command, you just won't
be told you do.  The generic failure will happen when you add the first user
but if you run the saslpasswd -c command against that user again it should
clean itself up.
