The last two steps of my procedure for restoring mail for a user are: 12. Run "su cyrus -c '/usr/local/cyrus/bin/reconstruct -f user.username'". 13. Run "su cyrus -c '/usr/local/cyrus/bin/quota -f user.username'". This has been working fine for me on many restores over the past year.
