Don't know - ask Ubuntu. I don't see the need to package No Gnus. If they do, they should make it clear that it's a development snapshot (e.g. by appending "-snapshot" or similar to the package name) _and_ they should update it more often: No Gnus 0.4 is older than 2006-04-11.
