Yes,  

 

The problem is not really Moodle, but getting PHP to work with IIS.
Once you get the PHP and MySQL to work with IIS moodle is pretty easy to
install.

 

My choice to run Moodle on Windows though is to install WAMP, but then
you are using the Apache web server instead of IIS.
