I have not had time to see if there is an easy fix.  My assumption is that 
the old Lan Manager functions have been disabled in 2k8.  Usertool does not 
interact with Active Directory.    You may want to research to see if Lan 
Manager compatibility can be enabled and see if that helps.

When I moved I misplaced my programming IDE application and have now 
replaced my original development system.  Currently I don't have a way to 
update Usertool without a $1000 investment.

Another thing I can probably do is see if I can modify an older copy of 
UserTool that created batch files.  Originally all I did was write batch 
files that used the net user command.  It may be pretty simple to update the 
old version to use the DSMOD command.  It is from the old dos version of 
Turbo Pascal which I should be able to run without installing.  (There are 
some things I REALLY like about running DOS.
