It appears to be a Microsoft component- maybe from Windows Media Player.
I've never heard a report of its being corrupted or morphed into a virus
vehicle :). I think it's completely safe.
For future reference, Windows executables' properties (right-click on EXE
file) will usually be pretty clearly identified as to origin, etc.
(Assuming, of course, that it's not counterfeited by evil-doers.)
