We regularly do a mailing of around 25,000 This is using full version iMS and the most recent tags. using tokens and NOT looping over the query.
Not very scientific I know but the first time I ran the template watched the post server and CPU climb to make sure it was all happenning and went to make a cup of coffee. BY the time I got back having boiled the kettle and mug in hand at my desk it was all over bar the non deliverables. The first time I was convinced I had screwed up and given it the wrong table.
The most recent versions of the post server are blisteringly fast.
I would strongly recommend the upgrade and do not loop over the query.

I haven't time it but it should be fairly quick. You can do a test by passing the tag a query to run and specifying a temp spool directory so that the mail is not actually delivered (SPOOLDIR parameter). The cfx tag basically writes out the email and control files into the iMS spool and then iMS does the delivery.
