The iMS setting for max recipients does two things: 1 - The SMTP server announces the limit to a remote sender (the SMTP server does not use this setting to limit recipients, this is done in FusionMail).
2 - The Relay server announces the limit to a remote sender and also enforces the limit. For normal mail the RCPT template handles the RCPT limitations and there is a setting in FusionMail for this.
