Been there, seen that on Outlook (older version though). 1st thing is
turn on logging for you POP server, you will then see the detail of
MSGIDs that are being returned to your client. If IMS is returning
the 28K emails, then I think you most likely have a corrupt db table.
In the two cases that I know of, it was Outlook that was doing weird
things. We ended up deleting the outlook "account" and recreated from
scratch, problem went away.
