[iMS] Resending on it's own

Our Ims server has gone crazy this morning!!!  Besides the RPScache 
issue, we're sending emails (without the scheduler) and they're taking a 
really long time, not sending, then resending themselves exactly 10 
minutes later.  Anyone else ever had an issue like this?
