RPScache issue, we're sending emails (without the scheduler) and
they're taking a really long time, not sending, then resending

I suspect this is connected to the other matter.
have you changed some code in the ReprtPostStatus file recent;ly or
something n one the CFX parameters.
It sounds like something is trying to post, failing and writing the
fail to the RPS cache. Have you checked the CF application logs to
see if anything there gives a clue?
