Sorry - ignore my last (blank) email... I think these things are related in a way but not in the way that you are thinking. I believe that the CF server is responding with a "too busy" message to iMS which is retrying. At the point of retry there seems to be a problem with iMS. I'll have this looked at so that we can address this before release of the new version which should be next week or so.
