I haven't tried any of them, but I guess whatever you choose you will
need a way to tell it the progress, so a new plugin is needed. It
should be easy, as it's only a subset of the cpout plugin.

AFAIK, it's easier to write a plugin to control splashy.

You may want to look at the splashout plugin:

The code is somewhat old...

You can use chvt to change the tty, or the quiet_when_up parameter, and
start a getty on tty1.
