but what it does mean, is that bug fixes to this new system would have
to propagate through builds of thousands of packages, and that would
be a very unfortunate thing to wish on a new system.

Yes, this also means that if we have to modify the generation process
somewhat (e.g. because of a bug, may it be in the generation script
for a particular init or in our meta-init handling code), we'd need to
rebuild all the packages that include an init script.

So it's a bad idea to do it at build time, but doing it at install
time is the way to go.
