It's the Module_ITKVtkGlue that depends on VTK , not your own code. You should be able to configure VTK_DIR when you enabled Module_ITKVtkGlue. (Checkout "ITK/Modules/Bridge/VtkGlue/itk-module-init.cmake" ).
