First, where are you going to install SUNWbash from - are you
going to ship a copy of the package for every supported older release?
(OK, that's only 2, but still.)

What about sites that ban bash (and anything else optional) from their
machines?

In general, I think we should be working to minimize dependencies -
particularly in the installation system.
