It'll change, I think; that's one of those 15-year-old decisions which 
seems very odd nowadays (it was probably odd even then).  The design 
center is around ZFS, so you'll likely have something like a couple of 
pools which you can carve up into whatever datasets are appropriate. 
That design will be worked out in this community, so there'll be 
opportunity to beat those details about - this is just my initial opinion.
