Can you elaborate ? I am assuming here that "Driver Update" was not run.  

That said, I agree that the sequence of steps required to install in this case 
are confusing.  Ideally, one would want the install process to determine a  
minimum set functioning devices before attempting to install.  If some of these 
conditions are not met, then it prompts the user for the ITU.
