Hi Unfortunately no , any package that has SUNW_PKG_ALLZONES=true cannot be administered from a non global zone.
Interesting idea though, so you are trying to install SUNWcar to a "miniroot" dir from within a non global zone. unfortunately these packages cannot be pkgadd'ed to an alternate location even from a non global zone.
