Which is wholly in the realm of the particular packaging system and "distro". I dont see that there is any reason for the ARC to get involved in that. IMO, the mechanism of patching can be left entirely up to the individual distro. (there is, however, a potentially interesting in defining which src files are worthwhile to be used, in BUILDING updated binaries. But I think that deserves a very separate discussion)
