Pretty standard for the /release repository. > pkg.opensolaris.org/dev - is now over 2 months old with a build that appears > to be about 6 cycles back /dev is just treading water until the next official OpenSolaris distro release, as it always does between branching for such a release and that release becoming available. The reasons for that have been covered several times on other lists. As always, when the release happens, it will land in /release, and /dev will jump forward a few builds.
