I will also say that I currently have running code with both IPv4 and IPv6 
packets
going over the same IP-in-UDP tunnel and using the same UDP port number
and it works fine - just look at the 4-bit "version" number encoded immediately
following the UDP header. I can demonstrate this at IETF93 if anyone wants
to see it.
