Before comparing GUE and IP-in-UDP (Note that both of them are built on UDP 
tunnels), it seems necessary to reach a rough WG consensus on the motivation of 
leveraging UDP tunnel for carrying softwire traffic firstly. Once the consensus 
is reached, we can then discuss whether we need a simple UDP tunnel header, a 
powerful UDP tunnel header (i.e., GUE header+UDP header) or both.
