While preparing IETF-120, I had a quick look at this I-D.
Like others have written, an informational RFC cannot easily be used as a
normative reference (moreover it does not specify anything). Suggest removing
this goal from the abstract.
If sections 8 and 9 were expanded, then I would see the usefulness of a
“operational considerations of ICMP” and would support the adoption of such a
work.

Please take a look at this draft. There is nothing new or shocking in it. It is
mostly an annotated bibliography regarding ICMP.
I prepared this document so that it can be referenced by other documents. A
document that mentions ICMP can reference this document in order to avoid
repeating ICMP details in its pages.
If nobody has any comments regarding this document, I will ask for a call for
adoption in a month or so.

control information between hosts. This document summarizes ICMP
standards and operational experience. The purpose of this document
is to be used as a reference. A document that mentions ICMP can
