On the one hand, being someone who does get user complaints, I hear where you are coming from.
On the other hand, AH seems to be one of those unique designs that breaks everything it comes in contact with (trying to put that politely). One can do authentication only ESP, now; so, the "We need it for places that outlaw encryption" argument is becoming moot.
