Some quick thoughts. 1) This is a generic problem that is not specific to mobile IP. I think it would (generally) be a mistake to adopt approaches that are tightly coupled to the MIP protocols.
2) The overall topic of flow balancing has been discussed extensively over a long period of time in the transport community. It is a very hard problem, and seemingly simple approaches tend to come with a number of limitations/disadvantages. Please extend this call for input/participation to the TSV community (tsvwg, perhaps?).
