Ahah. That explains it. The routers, switches, etc are supposed to turn green. The servers (they have names/protocols in the boxes, or the OS logo) won't turn green as they (intentionally) have some color in the icons. I'm sorry for the confusion. re: sequence for clearing caches, restarting servers... There are actually two things going on here, and the procedure intermingles them a bit. Once you've got your server using the new icons, you won't have to stop it again. Then you should be able to clear the clients' icon caches individually, and you should be set.
