Well I have tried Bg images, We have so many devices it's hard to get them all 
placed nicely on a map.
(Unless I'm not using a good source of BG maps?)

And here comes the million dollar question: WHY does the customer not
want to use BG images????

Only issue I can see, is that they have to change the image if they
need to change the scale of the map, ie. make it contain more..
