You can use the entire screen or even multi screens.. Have you
dropped the device icons size to a dot? The front panel of a microwave
we serve has a couple hundred icons per display... Another idea might
be to place 'related' map icons on the main map and bury some stuff
that way

And here comes the million dollar question: WHY does the customer not
want to use BG images????
Only issue I can see, is that they have to change the image if they
need to change the scale of the map, ie. make it contain more..

As far as I know InterMapper has no such feature of grouping Icons
to a
shape or organize layers.
The wish is to have a simple box or circle around a group of icons.

Create you own Icons. (Icons on Maps)
You can make some very interesting maps with custom icons on a
background image.
We have a "summary" map were all the icons are geographical portions
of a street map. As the statuses of the different areas change, the
street map itself changes. Very nice for figuring out the scale
of a
problem.
