not exactly what your looking for, but it might get you started.
You could use 2-way X10 or Insteon home automation modules that are
attached to/plugged into an outlet that you want to monitor.
Because these are 2-way modules, it's possible to ask their status.
For instance on/off/dimmed at level 50%.
If it is possible to get their status, power is on.
If it is not possible to get their status, the module is defect ;-) or
power is down.
But it will require home automation software that can be scripted to
perform the poll.
Indigo on the Mac platform can do this.
