Sounds like what you are asking for is really "any pingable device that gets power from the wall", unless you actually want to see frequency, brownouts and such. So I'd just find the cheapest thing I could (like a $20 dsl router), plug it into the wall, and plug the WAN port into your network, give it a static IP, and if you can ping it, power is good, otherwise power is out (or as Ed mentioned, the device may be bad). Otherwise, we've been looking at something like this: http://avtech.com/Products/Environment_Monitors/TemPageR_3E.htm $195, and it monitors temperature. But obviously, if you cant get to it, power may be out. They have a whole range of products, but most seem to report back to a single box with its own (non-ethernet) protocol, which you did not want.
