InterMapper implements a "rescan hold-off" timer. Whenever a trap arrives, 
InterMapper immediately
schedules a re-scan of the device, and sets the device's hold-off timer for 60 
seconds.
Traps arriving during the hold-off interval should be processed as normal, 
should mark the device
as needing a rescan, but should not initiate a rescan. At the conclusion of the 
hold-off interval,
InterMapper should rescan the device if it is marked as needing a rescan.
