IM just repeats the value that it got from the router. It's not really a matter of blame; it's possible that what you got from telnet and IM are both correct, but actually represent different things. If you're dubious, you can rule out interference from IM by using Net-SNMP to see for yourself what the device is reporting. If it shows a different value than what's visible in IM, you should definitely submit that for us to take a look at.
