Thanks. I've completely missed this while searching for an alike thread :) But as you mentioned, it's been 7 years. Many things and people have changed. Particularly, PHP has already "vendor locked in" itself into GitHub; and there's now a specific solution from them - GitHub discussions, created specifically to tackle the issues with discussions in GitHub issues. They're not perfect, but hey, neither are mailing lists.
The vendor lock-in is one of the biggest issues that I see with the PHP-project.
Adding the main discussion platform to the locked resources is probably not one of the best ideas.
