I noticed that PHP 8.1.20 at https://windows.php.net/download/ was built with OpenSSL 1.1.1t and PHP 8.2.7 & 8.3.0 Alpha 1 with OpenSSL 3.0.8. What will be the official policy for 8.1, 8.2 and 8.3? All 3 versions with OpenSSL 3.0.x or 8.1 still with OpenSSL 1.1.1? And none of the three versions with OpenSSL 3.1.x?
