E_RECOVERABLE_ERROR should definitely be there as it's a higher level
than E_WARNING. +1 on adding that to E_ALL.
I don't care about E_STRICT, +0.5 on adding that to E_ALL,

I myself don't see the use, but it isn't really bad either. +0.5 on it.
