for the record that is a guideline, which was edited over the years by
multiple people (mostly for the better), but that was never voted and have
no binding.
for the official rules about the actual rules for an rfc see
https://wiki.php.net/rfc/voting which states:
"Proposal is formally initiated by creating an RFC on PHP wiki and
announcing it on the list."
(but in this case it is even more easier because this isn't a new rfc just
a draft rfc getting taken over by another volunteer after the original
proposer stepped down)
