As other people have noted, the RFC never went to vote, so it was never rejected. But even if it had been, the actual text is you're claiming as a clear rule is: "it will not be allowed to bring up a rejected proposal up for another vote, unless...The author(s) make substantial changes to the proposal." There is absolutely no rule against being allowed to discuss something.
