Existing perspectives on the relationship between transition,
internationalized state-building, and inter-communal conflict have so
far failed to capture the dynamic complexity of developments
following the Arab Spring or, more recently, those related to
Russia's greater assertiveness in Central and Eastern Europe. Nor has
there been any systematic comparative investigation of these
relationships between different waves of transition and
internationalized state-building efforts, despite the fact that
inter-communal conflict (defined broadly as that between distinct
ethnic, religious, or regional, identity groups) has, in several
cases, been an important feature of protracted transitions and
inconclusive state-building projects. Moreover, there exists a number
of striking similarities and differences between the dynamics of
previous transition waves in Latin America, the post-communist states
of Central and Eastern Europe, and the Arab Mediterranean, including
the observation that several of these processes have been
characterized by significant international involvement in response to
the potential for, or actualization of, inter-communal conflict.

We invite and welcome submissions from across the social sciences
that attempt to address these issues, whether theoretically, or
through single and comparative case studies. The conference will
explore debates related to transition, internationalized state
building, and inter-communal conflict and tensions. It is open to
those who wish to present work on country specific transitions,
broader patterns of regime consolidation, and on historical
perspectives as well as contemporary challenges.
