Your tab bars are probably smaller than mine. Try:

Then you have huge tab bars. (If it's too big and you don't see
anything, use 100 instead of 200 or so.)
Now try to reproduce the behavior described in the quoting above.
For the second problem, create a new frame by splitting an existing
frame vertically, do _:toggle_tabbar() and open a program (say, an
Emacs) in the frame. Reduce the vertical size of the frame so much that
the tab bar wouldn't fit into the tab anymore (but the tab bar is still
switched off, of course) -- i.e., the frame is narrower than a tab bar.
Now restart Ion. The tab bar re-appears (but it shouldn't).
